中央颁布的《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》,明确了建立健全惩治和预防腐败体系的指导思想、重要目标、工作任务和基本要求。国有企业要推进源头治腐,确保企业的良性发展,应借鉴系统论的科学方法来贯彻落实《实施纲要》。对运用系统论科学方法建立健全国企惩防体系以及需要遵循的原则等问题进行探讨。
The Outline for the Implementation of Establishing and Perfecting the System of Punishing and Preventing Corruption by Equal Stress on Education, Institutions and Supervision promulgated by the Central Government clearly defined the guiding ideology, important objectives, tasks and basic requirements for establishing and improving a system to punish and prevent corruption. State-owned enterprises should promote source-based governance and ensure the sound development of enterprises. We should draw on the scientific methodology of system theory to implement the “Implementation Outline.” On the use of systematic scientific methods to establish and improve the system of punishment and prevention of state-owned enterprises and the need to follow the principles and other issues to be explored.
