党的十七届三中全会《决定》指出:加快农村饮水安全工程建设,5a内解决农村饮水安全问题。北京作为国家首都,在解决农村饮水安全问题上已走在全国的前面,到2008年底,全市已提前实现农民安全饮水目标。这在北京城乡一体化发展上是项重大突破。不过,这只是迈出了历史性的一步,至于后期如何实现计划供水、有偿用水、安全饮水、节约用水及搞好日常管护,则是一项长期的系统工程。
The “Decision” of the Third Plenary Session of the 17th CPC Central Committee pointed out: Accelerating the construction of rural drinking water safety projects will solve the problem of drinking water safety in rural areas within 5 years. As a national capital, Beijing has taken the lead in solving the problem of rural drinking water safety. By the end of 2008, the city has already achieved the goal of safe drinking of peasants ahead of schedule. This is a major breakthrough in the integration of urban and rural areas in Beijing. However, this is only a historic step forward. It is a long-term systematic project on how to achieve planned water supply, paid water use, safe drinking water, water conservation and routine management and maintenance at a later stage.
