三年来合营银行的工作和成就,是和人民银行的正确领导分不开的。向来受官僚资本控制着的银行,在解放后配合着政府政策,已转变成为人民服务的公私合营银行。由于人民银行的正确领导,由于金融工作者认识的提高,三年来合营银行发展了,并且壮大了。全国金融业顺应着这发展的规律,发生了显著的变化。经营由单纯的利润观点提高到政策观点;由盲目经营进入计划经营;由彼此无谓竞争,抵销力量,而准备进入实行专业分工的阶段了。机构组织也由分散趋于集中,并逐渐提高,由联营进入联管。总而言之,合营银行由于经营和组织的提高,逐步走上计划化,已经成为国家金融体系的一部分,配合着政府政策和人民银行的措施,成为推进私人业务,扶助工商业,发展生产,繁荣经济的有力的工作部门了。我们一方面为解放以来合营银行的发展壮大而欢呼,一方面更切望今后合营银行从现有的基础上,不断地进步,在人民银行的正确领导下,
