为了进一步推动我区企业改革,推广国有民营的经验,克拉玛依市独山子区人大常委会组成人员对商贸总公司实行国有民营的情况进行了调查。国有小型企业面临市场竞争日趋激烈的形势,转换经营机制,实行国有企业民营是增强企业活力的有效手段。独山子区商贸总公司现有职工417名,拥有固定资产855万元,有百货、蔬菜、饮服、糖烟酒、食品五大公司。1993年以前,国家每年给予80万元左右的财政补贴,蔬菜和食品两大公司每年还允许政策性亏损。随着改革的深入和社会主义市场经济体制的建立,国家取消了对商业的各种补贴,区商贸总公司面临着种种困难:
