少数同志对新形势下坚持民主集中制缺乏正确认识。认为由计划经济转入市场经济,对民主集中制的要求不必象过去强调得那么多了。有的认为搞市场经济还执行民主集中制会影响决策效率;有的将个人“说了算”误认为是有魄力、有能力的表现;还有一些同志认为执行民主集中制是“一把手”的事情,与己无关等等。这些都反映了在新的形势下,对民主集中制缺乏全面的、正确的认识。民主不够和集中不够的问题不同程度地存在。民主不够主要表现在:存在个人或少数人说了算的现象。比如,有
