“大学生村官”作为新生事物正在引起社会各界的广泛重视,从公共政策学的角度进行审视,“大学生村官”计划具有公共政策的基本特征,根植于“乡村建设运动”、“知识青年上山下乡运动”、“青年志愿者行动”等历史基础之上,政策形成过程经历了自发探索、群起效仿、全面试验和规范发展等四个阶段。
As a new-born thing, “university student village official” is arousing wide attention from all walks of life. From the perspective of public policy science, “college village official” has the basic characteristics of public policy and is rooted in "rural construction movement On the basis of such historical background as the Movement of Knowledgeable Young People to Go to the Countryside and the Youth Volunteer Action, the policy formation process underwent four stages of spontaneous exploration, mass imitation, comprehensive experiment and standard development.
