《新疆地方志》1990年第2期刊登了许力《谈谈地方志的“越境”问题》的文章。许文认为,“不能简单地将行政区划线作为入志或不入志的唯一标准”,或者说,在特殊情况下是可以“越境”而书的。 地方志具有明显的区域性,这可以说是编修地方志的根本性原则。方志,即一方之志,这个“方”是严格受到一定行政区域制约的。方志界的同志常说,志书最忌“越境而书”。“方志既然以地域为重心,依据行政区划范围,就当把遵守疆界线,作首要的基础,所记事物控制于内,不得随意超越”
