《哈密县志》(送审稿)取编、章、节的体式,分概述、大事记、地理、经济、政治、军事、社会、人物、附录,共8篇、56章、176节,近60万字。《送审稿》篇目是在《征求意见稿》的基础上,增设了概述、大事记,对地理部分作了比较大的调整。修改后的篇目,无论从格局上或文字上来看,都显得比前稿协调、和谐。它的长处,我们可以概括为“四强”即:
