一个国家的综合国力是由多种因素构成的,由于重视的侧面不同,其构成要素与发挥程度亦各异。因此,在考察综合国力时,首先必须明确综合国力概念的主要内容及其作用点;其次,综合国力是根据当今世界国际性的相互依存关系作为中心的概念,是在互相促进、互相制约中的国力,而不是孤立的概念;第三,综合国力是以经济基础为核心的。
