十年前的9月18日,当邓小平同志为新华社经济参考报题词“开发信息资源,服务四化建设”发表时,正值全球掀起信息技术革命第一次热潮。然而当时在中国,农村改革已取得举世瞩目的成就并着手进行城市经济体制改革,信息、信息社会对许多领导者和群众来说还是那么陌生,还是那么朦胧,还不是社会的热点和人们谈论的中心,只是预言家的预言,仿佛是那么美好而遥远。
Ten years ago, on September 18, when Comrade Deng Xiaoping published the inscription “Developing Information Resources and Building Four Services for the Information” of Xinhua News Agency Economic News, just as the world’s first wave of information technology revolution was launched.
