The draft outline for the 10th Five-year Plan proposes that the four major projects of South-to-North Water Diversion Project, West-East Gas Pipeline Project, West-East Power Transmission Project and Qinghai-Tibet Railway will be launched one after another within the next five years. Just like the 156 key projects that were to be built at the beginning of the founding of New China, the huge project of the four vertical and horizontal China Earth will write down the opening chapter of the key construction of the Republic in the new century.
