自農村正式建立戶口登記制度後,關於遷移證如何使用、填發及有關城鄉戶口遷移等方面的若干問題,中華人民共和國内務部、公安部在一九五五年三月九日所發的聯合通知中已作了規定。原通知業经我省民政廳、公安廳於一九五五年四月八日抄發各地。但據瞭解,各地區、鄉政府濫發證明,致農民盲目流入城市的现象,仍時有發生;少數地區對群众正當遷移的要求,亦有不問情况一律加以拒絕,致引起群众的不滿。為使各地進一步正確貫徹內務部、公安部聯合通知的規定,特再作如下通知:
