我国农业的频繁剧烈波动,反复证明投资对农业的增长和发展至关重要。党和国家已经决定把增加农业投入作为农业升温的主要内容。但是,如果不从战略高度研究和认识问题,还会重犯过去农业上,投资下;农业下,投资上的简单定式,进而导致农业生产的周期性剧烈波动。为此,我们以过去反复倾斜的投资战略的弊端为据,提出周期性调节的农业投资战略构想及其操作要点,以期改变过去投资决策指导上的“亡羊补牢”为“未雨绸缪”,保障农业的稳定增长。
Frequent and volatile agriculture in our country has repeatedly proved that investment is crucial to the growth and development of agriculture. The party and the state have decided to increase agricultural input as a major component of agricultural warming. However, if we do not study and understand the issue strategically, we will repeat the simple formula of past agricultural and investment and agricultural investment. This in turn will lead to the cyclical fluctuations in agricultural production. Therefore, based on the shortcomings of the past repeatedly inclined investment strategies, we propose a cyclical adjustment of agricultural investment strategy and its operational points so as to change the “remedial measures” in past investment decisions to “take precautions” and ensure the stability of agriculture increase.
