Jiaxing Model:An extension from main-branch library system to library service union system

There are two systems in the Jiaxing Model:the public library service system based on main-branch libraries,and the library service union system.The investigation shows that from the public library service system to the library service union system,a government-oriented model has guaranteed the public library service system to extend vertically.Village libraries have been constructed throughout the area.The model can solve the budget problem related to a loose library service union,and therefore improve the service of the unified platform.This paper is based on the analysis of government documentation and interviews from Jiaxing.
