从语言现象、度量衡制等谋求国际统一的特殊难度，说明推行国际标准化有它的理想时机。进而，以“ＩＥＣ标准电压”作为一个“滞后了的标准化”的典型案例，对方案中存在的局限性及其实施前景作出了具体分析。全文着重指出，必须抓住新生事物的苗头，如在今天对诸如信息技术、Ｉｎｔｅｒｎｅｔ、ＨＤＴＶ等等新技术领域不失时机地开展国际标准化，应是指导标准化实践的一项重要原则。
From the linguistic phenomena, the special difficulty of seeking international unification through the measurement and control system, it shows that it is an ideal time to promote international standardization. Furthermore, taking “IEC standard voltage” as a typical case of “lagging standardization”, this paper makes a concrete analysis on the limitations of the program and its implementation prospect.
