“大企业小社会”一直是困扰国营工业企业发展的一大难题。企业不仅要从事生产经营,而且还要管职工的衣食住行、生老病死以及子女入托上学就业等等,企业成为名符其实的“小社会”。“一肩双挑”的超重负越来越沉。“包袱”越来越大。鉴于我国目前条件,企业还不可能一下子把“包袱”甩向社会,仍有不可推卸的责任,如何解决这一矛盾?这是国营大中型企业在目前转换经营机制中面临的一大难点,也是在深化企业改革进程中需要认真研究、探索和逐步加以解决的课题。
“Big business and small society” has always been a major problem that has plagued the development of state-owned industrial enterprises. Enterprises must not only engage in production and management, but also manage the food, clothing, housing, living, sickness and death of children and their children enrolled in school, etc. The company becomes a truly “small society.” The overweight of one shoulder and two shoulders is getting heavier and heavier. “Packages” are getting bigger and bigger. In view of the current conditions in China, it is still impossible for enterprises to throw away their burdens on the society. There are still irresponsible responsibilities. How to resolve this contradiction? This is a major difficulty faced by state-owned large and medium-sized enterprises in transforming their operating mechanisms. It is also a subject that needs serious study, exploration, and gradual solution in the process of deepening corporate reform.
