按照《国务院各部门后勤机构改革实施意见》精神,机关后勤机构改革要以机关后勤服务社会化为目标,建立与市场经济体制和现代行政管理体制相适应的机关后勤服务管理和运行体制。机关后勤要顺应服务社会化的发展趋势,实现自身的生存与发展,必须具备核心竞争力。核心竞争力是指一个组织本身所独有的、竞争对手在短时间内不可模仿的独特的竞争优势,是兴衰成败最具决定性的因素。笔者认为,机关后勤的核心竞争力应包括政治素质的可靠性、单位文化的独特性、服务保障的针对性和服务模式的可塑性四个方面。机关后勤潜在的核心竞争力构成要素使得核心竞争
In accordance with the spirit of “Implementing and Implementing the Logistic Agencies in Various Departments of the State Council,” the reform of the logistic agencies in the organs shall aim at the socialization of the logistic services of the organs and shall establish an institution’s logistics service management and operation system that is compatible with the market economy system and the modern administrative management system. Institutional logistics should conform to the development trend of service socialization and realize its own survival and development must have core competitiveness. The core competitiveness refers to the unique competitive advantage that an organization can not imitate in a short period of time that is unique to its own organization. It is the decisive factor that determines the success or failure of a rise and fall. The author believes that the core competitiveness of the agency logistics should include the reliability of political quality, the uniqueness of the culture of the unit, the orientation of the service guarantee and the serviceability model four aspects.
