依兰粮食局原先是有名的“顶风臭”,全省粮食系统开会,该县没有不挨批的时候。但是,只经过1年多一点的时间,依兰粮食局便出现了生机勃勃的景象,不但效益大增,而且经验迭出,受到厅领导们大会小会的表扬,一下子由“顶风臭”变成了“万里香”。这种变化是怎么来的?用依兰粮食局职工们的话说:“是来了一位好局长李葆中。”依兰粮食局的变化告诉我们,一个好领导就能救活一个企业。下面这一组通讯,足以证明这一点。
