为了加强省际间的横向经济联合,促进联合各方经济的共同发展,共同繁荣,特制定如下暂行规定。一、外省、市、区来四川兴办独资、合资、合作生产企业,我省在项目审批、建设定点、工程配套等方面均给予优先安排和照顾,所需固定资产投资规模由我省各级计经委安排解决。二、上述独资、合资、合作生产企业所需水、电、气,纳入我省各级计划,收费标准视同当地国营企业对待。生产所需的国家指令性计划分配物资,按我省同类国营企业相同比例统筹安排,优先供应;非计划分配物资,我省物资部门和生产资料贸易中心优先组织供应。三、上述企业的主要原材料、能源由各级计划部门安排供应的,其产品价格按国家和省
In order to strengthen inter-provincial horizontal economic cooperation and promote common development and common prosperity of all parties in the economy, the following provisional provisions have been formulated. First, the provinces, cities and districts in Sichuan to set up wholly-owned, joint venture, cooperative manufacturing enterprises in our province in the project approval, the construction of fixed-point, engineering support and other aspects are given priority to take care of the scale of investment in fixed assets required by the province at all levels of the project Economic Commission arranged to solve. Second, the water, electricity and gas required by the wholly-owned, joint-venture and cooperative enterprises mentioned above shall be included in the plans at all levels of the province and the fees and charges shall be treated as those of the state-owned enterprises. The national mandatory plan for distribution of production materials needed for production shall be co-ordinated by the same proportion of similar state-owned enterprises in our province for priority supply; the non-planned distribution of materials, the materials department of our province and the trading center of means of production shall be given priority in supply. Third, the main raw materials of these enterprises, energy supply arrangements by the planning departments at all levels, the price of their products by country and province
