钟祥市潞市镇针对农民反映比较强烈的涉农负担加重和农村财务管理混乱问题,采取五招并举,追根堵源,加大农村财务审计监督力度。1996年,全镇共审计出违规违纪人员40人,清理清退不合理负担23万余元,有效地遏制了农民负担反弹势头,规范了农村财务管理。一是实行民主管理与普及信息网络相结合。为增加农村财务管理的透明度,充分民挥农村经济经营管理站的职能作用,该镇成立了以镇经管人员为主的农村财务审计专班,并在全镇22个村和157个村民小组建立健全了民主理财小组,聘请了农民负担监督员。审计专班定期与村组理财小组和监督员共同开展活动,了解情况,掌握信息,及时把可能出现的问题解决在萌芽状态。
