自國家实行糧食統購統銷政策以來,在各級人民政府的諄諄告誡和堅决取締,以及廣大人民的嚴密監督和積極檢舉下,不少過去從事糧食投機活動的投機分子,了解了國家的法令,停止了糧食投機行為。這是政府和廣大人民所歡迎的。伹是,仍有一部分不法私商和其他投機分子,罔視國家的法紀,不顧廣大人民的利益,在新糧上市之際,更加隱蔽地巧妙地使用各種非法手段繼續進行糧食投機活動。對這類頑梗不化、甘心與國家和全體人民為敵到底的奸商和糧貪投機分子,廣大人民無不深惡痛絕。人民政府為了保衛國家和人民的利益,必須堅决予以嚴厲制裁。目前,早稻已開始登場,中稻收穫亦為期不遠,不法私商和糧食投機分子又活躍起來,為了保證糧食統購統銷政策的繼續貫徹和今年國家糧食統購任務的順利完成,本會特重申前令,佈告如后:
