人民监督员制度作为一种外部监督方式,对于防止检察机关违法办案、保证办案质量、促进公正执法、增进司法民主等方面发挥了积极作用。人大监督作为国家权力机关的监督,在保障检察机关依法履行职权,确保宪法和法律统一正确实施等方面表现出了至高的权威性和效力性。这两种监督方式在内容上互有侧重,作用上各不相同,具有一定的互补性。
As a kind of external supervision, the system of people’s supervisors has played an active role in preventing prosecutors from handling cases illegally, ensuring the quality of handling cases, promoting fair law enforcement and promoting judicial democracy. As the supervision of the organs of state power, the NPC supervision shows its supreme authority and effectiveness in ensuring the procuratorial organs perform their functions and powers in accordance with the law and ensuring the unity and correct implementation of the Constitution and laws. Both of these supervisory methods focus on each other in content, have different functions and have certain complementarities.
