广播电视节目应当有标准。这里所说的标准,是指广播电视节目应当遵循的法律、政策、纪律和道德等各种规范的总和。参考发达国家的节目内容管理模式,制定具有中国特色的广播电视节目标准,是行业发展抑或产业发展的现实课题。未成年人是指未满18周岁的公民,这是一个特殊的群体。对传媒和传媒人而言,为他们创造何种环境成为传媒自律首先考虑的问题。传媒的自律规范(包括正在研究中的广电节目标准)必须将“最大限度地保护未成年人”确立为一个基本准则。
