党的十四届四中全会通过的《决定》明确指出:必须抓紧培养和选拔优秀年轻干部,努力造就大批能够跨世纪担当重任的领导人才。江泽民总书记在《努力建设高素质的干部队伍》的讲话中也对此有过语重心长的论述。把培养和选拔年轻一代领导干部作为党的建设和重大任务提出来,这既是坚持和发展社会主义事业的客观要求,也是针对干部队伍现状而作出的重大决策。当前,培养和教育跨世纪的年轻干部,有许多课题需要解决,但采取有力措施,引导和帮助年轻干部树立马克思主义实践观点,对于他们提高领导水平,端正工作作风都具有十分重要的意义。
The “Decision” adopted by the Fourth Plenary Session of the 14th Central Committee of the Party explicitly states: We must step up training and selecting outstanding young cadres and strive to create a large number of leading cadres who can shoulder the important task of carrying forward the new century. General Secretary Jiang Zemin also paid much attention to his speech in his speech on “Striving to build a contingent of highly qualified cadres.” Raising and selecting leading cadres of the young generation as party building and major tasks is an objective requirement both for adhering to and developing the cause of socialism and for making major decisions in the light of the current situation of the cadre ranks. At present, there are many issues that need to be solved in training and educating young cadres of the new century. However, adopting effective measures to guide and help young cadres in establishing Marxist practice points of view is of great significance to enhancing their leadership and working style.
