在淮河流域多雨的季节里,堤防土質不良的地方,常常被冲成大小不等的雨淋沟,有长达10几公尺,深宽1～2公尺的严重情况。这不但影响堤防外形的整齐美观,更重要的是减低了堤防的抗洪用作。过去几年来,因为雨淋沟所造战的损失是非常巨大的,以今年淮北大堤来讲:在第一个雨季里(夏初)仅6公里长的堤段上,就被冲刷去4万方土;估计修补费用需要3万元左右。若计算一下全部堤防所需的修补费用,则将是一个惊人的数字。因此,消灭雨淋沟、減少国家开支,是一项重要的工作。
In the rainy seasons of the Huaihe River Basin, dikes of poor soil quality are often washed into rain drenches of varying sizes, with up to 10 meters in length and 1 to 2 meters in depth and width. This not only affects the tidy and beautiful appearance of the embankment, but more importantly, it reduces the use of dikes for flood control. Over the past few years, because of the loss made by the rain ditch is huge, with this year’s Huaibei embankment: In the first rainy season (early summer) only 6 km long embankment, it was washed away 40,000 Fang Tu; estimated repair costs need 30,000 yuan. Calculating the repair costs required for all embankments will be a staggering figure. Therefore, it is an important task to eliminate the drenched ditch and reduce state expenditure.
