说起国家安全,大多数人想到的是军事力量的强弱、核武器的战略威慑及外交上的纵横捭阖。然而在现代社会,各国联系越来越紧密,发生传统战争的可能性大大降低。而经济战争,这种关乎每个国民切身利益的斗争日趋频繁,逐步成为跨国财富转移的主要形式。迄今为止,国家间的财富转移先后经历了4个阶段,分别是军事掠夺、对外贸易、跨国投资和金融交易。目前,跨国投资是国家间财富转移的主要形式,而金融交易则是实现国家间财富转移的最危险形式。这些都是当今经济战每的主要内容。
When it comes to national security, what most people think of is the strength of military forces, the strategic deterrence of nuclear weapons and the diplomatic maneuvers. However, in modern society, the ties between various countries are getting closer and closer, and the possibility of a traditional war is greatly reduced. In the economic war, this struggle concerning the vital interests of every nationality is becoming more frequent and gradually becoming the major form of transnational wealth transfer. So far, the transfer of wealth between countries has gone through four stages successively: military plunder, foreign trade, cross-border investment and financial transactions. At present, transnational investment is the main form of wealth transfer between countries, while financial transactions are the most dangerous form of wealth transfer among nations. These are the main elements of today’s economic war.
