通过时第一次卫生革命及４大卫生工作方针内涵及历史功绩、第二次卫生革命及三个承诺与妇幼卫生工作、新时期我国卫生工作方针与卫生工作的人群重点进行回顾与分析，旨在说明妇幼卫生工作在整个卫生工作中具有十分重要的战略地位。中国的第二次卫生革命必须牢牢抓住占总人口２／３的妇女和儿童这一特殊人群去开展工作，要在提高人口素质上狠下功夫，不论是在人群生理特点上、还是权重、比重上，都是治本之举，它不仅可使我们充分利用很有限的卫生资源，同时，我国的妇幼卫生工作势必将付整个世界产生影响，并为ＷＨＯ“人人享有卫生保健”的全球性目标做出巨大贡献。
