我区是以装卸粮食为主的作业区,在工作实践中,我们深刻体会到,实现港口装卸技术的现代化,必须大力加强装卸工艺标准化,不断提高生产管理水平。只要坚持装卸工艺标准,就能保证货运质量和人身安全,就能提高生产效率。如不按标准操作,其结果就截然相反。十多年来的数次反复,也充分证明了这一点。在1963年以前,我区装卸管理跟不上机械化发展的要求,操作没有工艺标准,管理制度比较混乱,以致事故多,质量差。由于货运质量不好,长江流域的水上转运粮食,货主不愿走水路,情愿多化钱走陆路。为提高装卸质量,从1964年开始,在上级领导部门支持下,我们发动群众普遍制订装卸工艺标准,切实加强工艺标准的管理工作,建立了工艺管理机构,配备了专职技术操作员
