刘基仕明前就对元代法治不行、民不聊生的状况有深切感触和思考。仕明后刘基作为御史中丞预修律、令,贯彻了法贵简、严的法治思想,使之成为有明一代法律体系的基础;同时他身体力行,不避权贵,作出了严格执法的表率。刘基严正廉明的人格得到后人的景仰和效仿,其法治思想对我国当前的法制建设和廉政建设也有着多方面的借鉴价值。
