(一) 在省、地、市委的正确領导下,在省档案局、专档案处的直接指导下,我們坚决响应了党中央和毛主席“关于大兴调查研究之風,一切从实际出发”的号召,根据省人委确定我市为城市基建档案調查研究試点的通知,对城市建設局、矿务局、电厂、水厂(以下統称各单位)基建档案的管理进行了調查研究,通过初步調查研究,可以看出:我市基建档案的管理,虽然取得了很大成績,但还存在着不少問題,归納起来有如下几点: 1、对中央“关于統一管理党、政档案工作”的通知认真貫彻执行的不够。主要表現有三:(1)档案室不够巩固;(2)档案干部不够固定,兼职多;(3)基建档案沒有彻底实行集中統一管理。有一部分还分散在各个业务部門(如处、科、室)和个人手中。 2、执行技术档案室工作暫行通則不够严肃。各单位虽都制定了一些制度,但不能够严格检查和执行。(1)业务部門不負責立卷,由档案室立卷。有的单位的技术
