当今时代,科学技术迅猛发展,提高技术的需求不断增长,使知识的衰减期越来越短。在某些高技术领域,知识的衰减每年达15—20%,也就是说,仅5年的时间,知识就全更新了。为此,国外一些教育专家普遍认为,科技人员仅靠一次大学教育是不适应当今科技和经济发展需要的,必须发展大学后的继续教育。国际上称之为“继续工程教育”,其含义就是对工程师和技术人员进行当代科技知识的更新补缺,以保持人员知识的高水平和企业的领先地位。党中央早已提出了“科教兴国”战略,为此我们有必要对国外工程技术人员继续教育的概况有所了解。 一、使继续教育制度化、法制化 继续工程教育发源于美国,兴起于20世纪60年代。
