20世纪后期,我国区域经济发展出现了大融合和大发展的态势,产业聚集区(产业园区、开发区等)、城市聚集区(城市群、带)等区域空间形态得到了快速发展,并成为区域经济发展的主导力量,它表明区域经济发展已经进入了以区域形态创新为主导的新时期。为推进我国区域创新的快速发展,笔者提出了以分区域、分阶段、分步骤、分层次推进为主要内容的区域创新分层发展模式。
