我国现行的财政性资金缴库和拨付方式,越来越不适应社会主义市场经济公共财政的发展需求。因此,必须对现行的财政管理制度进行改革,逐步建立完善的会计核算体系。

The current methods of collecting and appropriating financial funds in our country have become increasingly unsuited to the development needs of the public finance in the socialist market economy. Therefore, we must reform the current financial management system and gradually establish a sound accounting system.
