随着互联网时代的迅猛发展,网络文化与网络传播在城市文化软实力中的地位日趋重要,并使得城市文化软实力的建构发生了不同于“前网络”时代的重要变化。因此有必要提出城市“网络文化软实力”的概念。这就需要全面发挥网络文化在城市文化建设和城市发展中的作用,大力提升城市的网络文化资源力、网络文化生产力、网络文化传播力、网络文化服务力、网络文化创造力,适应网络时代对城市发展的要求,积极推动网络媒介城市、网络文化产业中心、网络内容中心、网络文化技术创新引领中心、网络总部基地建设等城市文化工程的实施。
