河南省建设厅于1986年4月30日—5月2日在安阳市召开了安阳市城市抗震防灾规划评审会,有23个单位的31人参加了会议。安阳市抗震防灾规划办公室组织本市科技力量,在一年多的时间内,广泛搜集和调查了与本市抗震防灾有关的基础资料,运用“豫北安阳小区现有房屋震害预测”的方法及有关科研成果,编制了以基本烈度8度为防御目标的规划。在评审会上,安阳市的7名同志介绍了编制规划的三项基础技术工作(地震地质特征及发震构造条件
