水利作为社会的基础设施,具有其它任何产业都不能替代的兴利除害和减灾功能。江苏省盐城市东郊地处黄海之滨,又是淮河入海的尾闻,是一个水旱灾害十分频繁的地区。通过学习贯彻关于水利基础产业的指示,结合盐城市的实际,笔者认为要加强水利基础产业,就应努力做到;转变观念,落实规划,深化改革。一、要转变观念实施水利基础产业政策,目前有三种陈旧观念需要革除,否则,基础产业很难立足。一是传统的观念。人们较普遍地认为:水是天上下的,河是人工挖的,闸站
