2009年以来,海南省探索开展制度廉洁性评估工作,对地方性法规、政府规章和其他规范性文件从规范权力、预防腐败、维护群众利益等方面进行评估把关,已清理各类规范性文件18742件,决定废止137件、修改627件、新建256件,较好地纠正了一些制度违规扩权免责、谋取部门利益、监督制约措施缺失等突出问题,进一步优化了海南国际旅游岛建设的制度环境。
