从革命战争年代到改革开放初期，“基层民主”概念历经了长期的理论积淀和实践探索。20世纪80年代，“基层民主”概念正式提出，其理论内涵在实践中逐渐深化，形成了两个层面、三个领域、四个环节为主的丰富内涵，对于社会主义民主政治建设具有重要现实意义。
