1981年10月7日,国务院批转了水利部关于对南四湖和沂沭河水利工程进行统一管理的请示,即国发(1981)148号文件。11月份,水电部召开会议研究如何贯彻国务院文件精神,钱正英、张季农、李化一等部领导都参加了会议。会议决定由水电部第三工程局派人到江苏省徐州市筹备建局工作。1982年初,部里再次召开会议,明确要我到徐州领导组建管理局工作。会后,我和芮田洪同志一起到徐州,同市委书记陶有亮、市长何斌硕等同志进行了初步商谈。以后,我又同李苏波主任,部水管司柯礼丹副司长到徐州,同何市长商定了临时住处、进徐州人员数量等问
On October 7, 1981, the State Council approved the invitation of the Ministry of Water Resources for the unified management of the Nansi Lake and Yishu River Water Conservancy Project, namely Guo Fa (1981) No. 148 Document. In November, the Ministry of Water Resources held a meeting to study how to implement the document of the State Council. Leaders such as Qian Zhengying, Zhang Jiniong and Li Huali attended the meeting. The meeting decided to send by the Third Engineering Bureau of Ministry of Water Resources to Xuzhou City, Jiangsu Province, Preparatory Bureau work. At the beginning of 1982, the ministry held a meeting again, clearly asking me to lead the formation of the Authority in Xuzhou. After the meeting, I went to Xuzhou together with Comrade Rui Tianhong and preliminary talks with Comrade Tao Youliang, mayor of the Municipal Party Committee and Bin Hebin, the mayor of the city. Later, with Li Su-Bo, director of the Department, and the deputy director of the Department of Water Conservancy, Ke Li-Dan, to Xuzhou, I discussed with the mayor about the temporary residence and the number of personnel entering the city of Xuzhou
