杨虎城将军是国民党著名的爱国民主将领。也是中国共产党的真挚朋友。他与张学良将军发动“西安事变”,促成国共合作一致抗日,炳功千秋。杨虎城将军又是陕西近代水利建设的开拓者和奠基人。在“天灾人祸,连年交迫,国难危机不断日益扩大”的严酷形势下,与我国水利专家李仪祉携手合作,同舟共济,为振兴三秦水利,不遗余力,促成泾惠渠、洛惠渠、渭惠渠的建设和宝鸡水利勘测等,使陕西灌溉面积达到300万亩以上,成为中国当时现代化水利建设的典范,功垂后世。谨值纪念杨虎城将军诞辰一百年之际,缅怀先贤,激励来者,承前启后,奋勉开拓,振兴陕西水利。尤为必要。
