据国家林业局初步统计,2003年全国共完成造林面积1.605亿亩,年造林面积首次超过国土面积的1％,再创历史新高。造林面积核实率达95％以上,合格率在90％以上。这是1979年2月确定植树节和开展植树造林活动以来林业建设成就相当突出的一年。国家林业局局长周生贤认为,这最主要得益于《关于加快林业发展的决定》提倡“放手发展非公有制林业”的政策。
According to preliminary statistics from the State Forestry Administration, in 2003, a total area of 165 million mu of afforestation was completed nationwide, with the annual afforestation area surpassing 1% of the land area for the first time and setting another record high. Afforestation area verification rate of 95% or more, pass rate of 90% or more. This is a very prominent year for the success of forestry construction since the Arbor Day and the afforestation activities were held in February 1979. According to Zhou Shengxian, director of the State Forestry Administration, this is mainly due to the policy of “letting go and developing non-public ownership forestry” advocated by the “Decision on Accelerating Forestry Development.”
