为探索信访治理体制创新的方法论基础,本文运用矛盾分析方法,思考信访问题与社会矛盾的关系,强调矛盾论是创新信访治理体制的重要理论基础;立足于创新信访治理体制的实践基础,把握社会矛盾特点,分析当前信访工作面临的新问题新挑战;探讨如何从信访工作主要矛盾入手深入推进信访工作法治化,提出从信访矛盾的主要方面入手管好用好公权力,从信访矛盾生成规律入手加强矛盾纠纷排查化解和信访问题风险评估,从全面理顺矛盾化解主体关系入手协调联动应对信访问题。
In order to explore the methodological basis for the innovation of petitioning and handling system, this article uses the method of contradiction analysis to consider the relationship between petition and social conflicts and emphasizes that the contradiction theory is an important theoretical basis for creating a new petitioning system.
