美国医疗机构评审联合委员会(JCAHO)新近发表了一份有争议的报告,提供了5202个医院在1986~1988年中遵照执行医院评审标准的情况统计。总的来说,大部分医院只是部分地执行了JCAHO 的标准。与早些时候的研究对比,小的乡村医院在1986~1989年度执行标准有更多困难。许多医院目前面临着标准条件不断提高,同时老年医疗保险及个人支付部分的经费都被削减的矛盾。公共政策制定者有责任探讨可供使用资源数量与执行标准的关系问题。
The JCAHO recently released a controversial report that provided information on the compliance with hospital assessment criteria for 5202 hospitals from 1986 to 1988. In general, most hospitals only partially implemented the JCAHO standards. Compared with earlier studies, the implementation of standards in small rural hospitals in 1986-1989 was more difficult. Many hospitals are currently faced with the ever-increasing standard conditions, while the contradiction between the old-age medical insurance and the personal payment part of the funds has been reduced. Public policy makers have a responsibility to explore the relationship between the amount of available resources and the implementation of standards.
