国电电力大同发电有限责任公司于2002年4月26日正式成立,全面负责大同第二发电厂二期扩建工程项目的建设和生产运营。该项目拟安装两台60万千瓦国产直接空冷机组,投资方为国电电力发展股份有限公司和北京国际电力开发投资公司。双方按发电工程动态投资的20％注入资本金,国电电力发展股份有限公司与北京国际电力开发投资公司双方资本金出资比例分别为60％和40％。融资部分拟申请中国工商银行北京分行和国家开发银行贷款解决。 国家计委于1997年3月批复了该工程项目建议书,2002年10月11日以“印发国家计委关于审批山西大同第二发电厂空冷发电机组建设工程可行性研究报告的请示的通知”批复了该工程的可研报告。12月26日国务院办公会议通过开工报告。预计第一台机组2005年8月投产,第二台机组2006年2月投产。该项目已被列入国家“十五”电力开工计划、国家计委西电东送北线战略规划第三战役重点项目、华北电力集团公司北京保奥运工程规划。
GD Power Datong Power Generation Co., Ltd. was formally established on April 26, 2002 and is fully responsible for the construction and production and operation of Phase II expansion project of Datong No.2 Power Plant. The project intends to install two 600,000 kilowatts domestic direct air-cooled units, with investors Guodian Electric Power Development Co., Ltd. and Beijing International Power Development Investment Company. The two parties injected capital into 20% of the dynamic investment of power generation project. The capital contribution of both State Power Development Co., Ltd. and Beijing International Power Development Investment Co., Ltd. was 60% and 40% respectively. The financing part is intended to apply for a loan from Commercial Bank of China Beijing Branch and China Development Bank. The State Development Planning Commission approved the project proposal in March 1997. On October 11, 2002, the Circular of the State Development Planning Commission on Issuing the Request for Instructions on Approving the Feasibility Study Report of the Construction Project of Air-Cooled Generator Sets in the Second Power Station of Datong, Shanxi Province, Approved the project feasibility study report. December 26 State Council office meeting approved the start of the report. It is estimated that the first unit will be put into operation in August 2005 and the second unit will be put into operation in February 2006. The project has been included in the national “Tenth Five-Year” plan to start the electric power, the State Development Planning Commission sent the North Third Line strategic plan of the key projects, North China Electric Group Corporation Beijing Olympic Olympic project planning.
