自党中央发出加速海南岛的开发建设以来,海南岛的经济发展进入到一个新阶段,大批工矿企业、服务业、旅游业等建设亟待开展,各种经济投资急速增加。这种建设的大好形势由于琼州1605年大地震所造成琼北高烈度区的影响,而面临严峻考验。这是因为,高基本烈度将大大增加该地区的经济建设成本,因而科学地重新审查基本烈度的鉴定工作,将增加经济建设投资的把握性。这一情况,引起了国家地震局、海南行政区政府的高度重视。为此,国家地震局在海南岛开展琼北烈度复核工作。

The construction of a large number of industrial and mining enterprises, service industries and tourism industries is in urgent need of implementation. Various economic investments have rapidly risen. The great situation of this kind of construction is facing severe challenges due to the influence of the Qiongzhou high intensity zone caused by the 1605 earthquake in Qiongzhou. This is because the high basic intensity will greatly increase the cost of economic construction in the region. Therefore, scientifically reexamining the identification of basic intensity will increase the control over investment in economic construction. This situation has aroused great attention from the State Seismological Bureau and the Hainan Administrative Region Government. To this end, the State Seismological Bureau in Hainan Island to conduct a review of the intensity of Qiongbei.
