海南作为工业化严重滞后、城镇化较为滞后、整体上欠发达的岛屿型省份,很难通过全国多数地区“以工哺农、以城带乡”的路子实现城乡一体化。海南的城乡一体化,要从基本的省情出发,立足于资源优势、区位优势、环境优势,把推进城乡一体化与国际旅游岛建设相结合,以城乡旅游资源整合、优化为重点和突破口,通过经济一体化、社会一体化和行政一体化,有效带动全岛城乡经济社会发展各个方面的互促、互动,最终形成具有海南特色的城乡一体化发展新路子。
As an island-type province where industrialization is seriously lagging behind and urbanization lags behind, as a whole, it is very difficult for Hainan to realize the integration of urban and rural areas through the road of “nurturing agriculture with industry and bringing cities with cities” in most parts of the country. Hainan’s integration of urban and rural areas should proceed from the basic provincial conditions and based on resource advantages, geographical advantages and environmental advantages, integrate the promotion of urban and rural integration with the construction of international tourist islands, and integrate and optimize urban and rural tourism resources as the key and breakthrough point. Through economic integration, social integration and administrative integration, we will effectively bring about mutual promotion and interaction in all aspects of economic and social development of urban and rural areas in the entire island and eventually form a new path of integrated development of urban and rural areas featuring Hainan.
