2004年9月12-18日,正是金秋时节,国际社会保障协会(International Social Security Association,简称ISSA)第28届全球大会在中国北京顺利召开。来自全球151个国家和地区的377个国际社会保障协会会员机构的上千名代表参加了大会。在为期一周的大会期间,代表们通过4次全会和10次分会,围绕“社会保障的发展与趋势”以及“中国社会保障的可持续发展”等议题展开了热烈的讨论,大会发表的《北京宣言》体现了代表们在社会保障问题上达成的共识。通过大会讨论的成果,我们试图从中探寻世界社会保障事业的基本发展趋势,以及在这种全球趋势下中国社会保障的方略和走向。
From September 12 to September 18, 2004, it is autumn season that the 28th World Congress of the International Social Security Association (ISSA) was successfully held in Beijing, China. Thousands of delegates from 377 members of the International Social Security Association from 151 countries and regions attended the conference. During the week-long conference, representatives held heated discussions on issues such as “the development and trend of social security” and “the sustainable development of social security in China” through 4 plenary sessions and 10 sub-sessions. The General Assembly The published “Beijing Declaration” reflects the consensus reached by delegates on social security issues. Through the discussions in the General Assembly, we are trying to find out the basic development trend of the world’s social security undertaking and the strategy and trend of China’s social security under such a global trend.
