Employment is the bedrock of peoples livelihood.At the beginning of this year,the Communist Party of China (CPC) and the Chinese govement paid close attention to the issue of employment,which is related to the vital interests of millions of people.Hu Jintao recently emphasized at the 13th group study session of the Political Bureau of the Central Committee of the CPC that we should implement a more proactive employment policy and make promoting employment a top priority in our economic and social development.The Central Committee has placed it at the center of its work this year.The 12th Five-year Plan,for 2011-2015,also elaborated on the importance of improving the quality of employment and realizing full employment.Meanwhile,the State Council has approved the first state-level special program titled Plan for Promoting Employment (2011-2015),providing a detailed plan for the next five years.In addition,the govement work report set a goal of creating 9.4 million new jobs this year.
