政府职能转变首涉公务员 WTO规则作为国际公法,是政府间的协议。各成员政府都要接受国际规则和国际惯例的检验、评判。 我国现行市场运行机制、政府调控机制、社会管理体制与WTO规则都存在较大差距。政府职能转变势在必行,表现为:一方面,有些政府权力面临减弱;另一方面,有些政府作用还会加强。
Changes in government functions The first civil service WTO rules as public international law, is an intergovernmental agreement. All member governments should accept the tests and judgments of international rules and international practices. China’s current market operation mechanism, the government regulation and control mechanism, the social management system and the WTO rules all have a big gap. The transformation of government functions is imperative because, on the one hand, some government powers face weakening; on the other hand, some governments will strengthen their role.
