农村合作医疗制度是农村社会保障体系的重要内容之一,为保障广大居民身体健康和促进农村经济社会的发展发挥了重要作用。但自上世纪80年代经济体制改革以来,由于缺乏必要的政府责任承担,传统合作医疗制度一直问题重重运行不畅。2003年以后,在政府强有力的支持和推动下,新型农村合作医疗制度的实施取得了较大成绩。农村合作医疗制度的兴衰成败经验教训证明,政府在农村合作医疗制度建设中的作用举足轻重。为确保新型农村合作医疗制度健康、可持续发展,各级政府必须正确把握自己的职责定位,切实承担起资金筹集、制度设计、管理监督等多项重要职能。
Rural cooperative medical system is one of the important contents of rural social security system, which plays an important role in ensuring the general health of the general population and promoting the development of rural economy and society. However, since the reform of the economic system in the 1980s, due to the lack of necessary government responsibilities, the traditional cooperative medical system has been seriously troubled by various problems. Since 2003, with the strong government support and promotion, the implementation of the new rural cooperative medical system has made great achievements. The Rise and Fall of Rural Cooperative Medical System Experiences and lessons show that the government plays a decisive role in the construction of rural cooperative medical system. In order to ensure the healthy and sustainable development of the new-type rural cooperative medical system, all levels of government must correctly grasp their own responsibilities and positions and carry out a number of important functions such as fund-raising, system design and management and supervision.
